My general thought process is he can't have a flush or two pair and I want to push him off a lot of one pair hands.

Thoughts? Is $21 better on the river?

I probably wouldn't do this w/o a read. At first I thought the $21 bet was better, but against a weak player a shove is more likely to fold out a T I think. BUT, I see a lot of these guys that try to keep the pot small with their weak leads and still won't fold on the river regardless how much you bet.

If villain was a thinking player that knew you were also he would be wondering why you raised so small on the turn, which set up an awkward river shove.

Against an unknown I think this is somewhere between slightly spewy and burning money. Unknowns that minbet donk turns don't like to fold.
