Help me play back at a guy I think is FOS.

Been playing like 4 hours this session, several hands with this guy as he's been here all 4 hours. He is a regular who runs at 23/17. I've pretty much been owning him, he has been caught getting out of line against my button opens (and I have reason to believe calling my sb opens light but not much shown down).

MP ($167.15)
Button ($23.65)
Hero ($242.55)
BB ($159.90)
UTG ($119.80)

Preflop: Hero is SB with [Ah], [9s].
3 folds, Hero raises to $4, BB calls $3.

Flop: ($8) [Tc], [6d], [3s] (2 players)
Hero bets $6, BB raises to $18, Hero raises to $38

As soon as I saw the flop, I thought to myself "He's raising here so incredibly much" (24% raise flop which is extremely high). I was debating whether to call and CR the turn or to 3-bet. I usually 3-bet between $38-$42 here but thought he just has air so incredibly much I went with the lower end. Thoughts?
