River decision with missed draw NL50 6max

Villain is 22/12/1.25 after 35 hands, seems pretty passive, but no good reads so far. MP was running about 45/5 after 100 hands and i has been limp/folding a lot and i have been raising his limps a lot from CO or BTN.

SB ($14.35)

Preflop: Hero is Button with [8h], [Tc].
1 fold, MP calls $0.50, Hero raises to $2.5, 1 fold, BB calls $2, MP folds.

Flop: ($5.75) [9d], [Js], [6s] (2 players)
BB checks, Hero bets $3.5, BB calls $3.50.

Turn: ($12.75) [Ah] (2 players)
BB checks, Hero bets $8.5, BB calls $8.50.

River: ($29.75) [5c] (2 players)
BB bets $7, Hero?

With no read, just fold the river. Shoving is -EV against most of these guys. Their view seems to be "I want to see a showdown, and I'm trying to see it cheap, but if you make it expensive I can live with that" -- whether they have TPTK or 3rd pair no kicker here.

If he didn't lead I would shove this always, but since 78 got there and he seems passive I would fold.
The better player should win the race. Always.
