Two pair against donk (NL$100 6-max)

Villain is very bad, runs at about 45/5 over 40 hands.

1. Villain limps in mp, and it folds to me in the BB with [Tc][8c]. I raise to $4.5 and villain calls.

2. Flop [Ts][8s][4c], pot $9. I lead $7 and villain calls.

2. Turn [Qh], pot $23. I lead $17 and villain raises to $42.....

Do I give what seems to be a passive player credit here, or am I all in anyways? I feel like he can easily be limping J9 or QT, with a much lower chance he has something like AQ and thinks it's the nuts, but who knows.

Also is it good to raise preflop against this type of player?
The better player should win the race. Always.

I fon't like the raise PF. I think that [8c][Tc] is too weak to be playing that strongly OOP, In position a suited one gapper for a raise maybe ok.
2008 Goals:

1. Make $40K by year end.
2. Play at least 100hrs a month.
3. Read 5-10 new Poker Books w/ notes.
