Gaming Club Policy?

Downloaded the Gaming Club software the other day to have a look; set up my account, and could log in (did not try to play yet). Next day I could not log in; I find an email from Belle Rock Gaming that they disabled my account because they have insufficient information on me. They want me to fax a copy of an ID and a recent utility bill.

Is this common, and if yes, why is there no need for it at other sites like UB and stars? I'd think that if they have my address, birthday and credit card number that would be enough.

That happened on my most recent gaming club account.

Never happened before.
