Help, my internet sucks!!!!

Just moved into an apartment in Los Angeles for school.

Everything is super nice and roomy, except the internet here completely blows. There is maybe a 5 second lag on every action, and sometimes my actions don't go through. The connection, even though it's cable, is just more or less slow and sucks. All the wireless networks are just from routers and suck as well.

I'm not even sure they exist, but are there cards that let you get good internet anywhere? If they do exist, are they expensive, and is there a cheaper alternative?
