I get these all the time. My favorites are the ones for banks where I've never had an account.

Use Firefox as your browser.

By default, Javascript capability to change your status bar is turned off, which means when you hover over the link (which LOOKS like it'll go to eBay/PayPal/Neteller ad nauseum) their little bit of code to show the same URL at the bottom of the browser fails, meaning instead of seeing paypal.com you'll see some internet address like 178.34.633.433 (note: this is a made up example), or some dubious subdomain like paypal.someotherdomain.com.

This gives you more of a clue.

In general though I just ignore all emails of this nature. I may even have missed some legitimate ones, but I haven't suffered any adverse consequences (that I know of!!) lol.
