It would be nice if you were getting more of an overlay here, but you aren't getting much better than even money, which means you're justified in calling only if you can guarantee a coinflip, and then you're still about 50/50 odds wise. It wouldn't kill your stack, but you would certainly lose some wiggle room.

By first guess it sure looks like he could be doing this with any moderate hand, looks like a 'first in vigorish' play right out of HoH if I didn't know any better, but the raise size is kind of weird - 5.5x the BB normal for that table before this? He has an M of 6, not desperate, but he will have an M of 3 when the blinds double, is that coming soon? If so, lean towards a call.

How much does another 8k in chips increase your odds of making the serious money? If you are pretty sure it will help significantly, then call. If the average stack is much less than yours, I'd lean towards a fold.

Oh, who the hell am I kidding, I'd call and get heads up with JT only to see a JJT flop.
