2000 hands does not a sample make. A VP$IP of 25% could mean you were on a nice card rush. VP$IP starts to level off at around 10k hands.

Do NOT take VP$IP with a grain of salt, or do so at your peril.

The V$IP stat can be misleading. Some otherwise very tight players are very active in the blinds. If someone only plays group 1 to group 4 hands and is 25% V&IP then I would expect this to be the case.
