His hand seems weighted towards two-pairs and bluffs, with a chance for a straight (T8 or 98?). KQ and Q8 seem unlikely, unless he's bad enough to check/call out of position with only overcards on the flop... in which case read should be 'awful' and not 'slightly bad'.
Obviously a bluff will fold no matter what you raise, so the question is how much he will pay off if he has two-pair. He has put in more than a third of his stack, and will probably think it unlikely that you have a straight so I'd say all-in is a good raise here. It will look a lot like a missed AK/AQ and he will be likely to call with T9 or whatnot.
Of course you will split this some of the time and (rarely) lose to Q8/KQ but I think all-in is the most +EV choice (of course I myself would just fold it).
