Well the rule is that any raise needs to be at least as large as the bet. If I bet $100, you can't raise me $2, you have to raise at least another 100. If you agree with that, the rest follows logically. A raise below the initial bet is only accepted if it is an all-in, and since it's below the original bet it shouldn't open up the betting again.
