Not that I know shit about NL, but I really think it could go either way depending on whether your opponent is capable of laying down his hand if he doesn't boat up. If he won't fold anyway, there's absolutely no reason to hit it on the flop...but if you think he is capable of folding, it's better to push the flop and let him make a mistake by calling. Is that about right?

Couple other things...whether you are 100% sure (as opposed to say, 90%) that he has a set and 100% sure that he will not fold to any turn card (be it a 4-to-straight card or a high card) factor into the decision. Since you are sure about neither I think that adds to the argument that you should push the flop, no?
