SB checks, Hero bets, SB calls.

River: (5.50 BB) [6h] (2 players)
SB checks, Hero checks.

Final Pot: 5.50 BB

Agreed. Both the flush draw and the queen seems possible, even a weak king, you are happy to win this pot as it is.

Yea, I think a bet on the river is a bluff not a value bet.
